Summary
A YEAR AFTER THE FORMER STATE DEPARTMENT LEGAL Advisers gathered for the historic discussions that are captured in previous chapters, the authors assembled a panel of former Legal Advisers from several different countries to revisit some of the issues that were discussed among the U.S. Legal Advisers from a comparative perspective. The panel was held at the annual meeting of the American Society of International Law, and was chaired by one of the authors (Michael Scharf).
The panel consisted of Conrad Harper, former Legal Adviser of the U.S. Department of State; Sir Frank Berman, former Legal Adviser to the Foreign and Commonwealth Office in the United Kingdom; Ambassador Leonid Skotnikov, former Director of the Legal Department of the Ministry of Foreign Affairs of Russia; Madame Xue Hanqin, former Director-General of the Law and Treaty Department of the Ministry of Foreign Affairs of China and currently Ambassador of the People's Republic of China to the Kingdom of the Netherlands; P. S. Rao, former Legal Adviser of the Government of India and currently a member of the International Law Commission; and Ambassador Seifeselassie Lemma, former Legal Adviser of the Ethiopian Foreign Ministry and currently the Ethiopian Representative to the United Nations.
