What, if anything, is the import of Hayek to epistemic democracy? Although Hayek is revered by epistemic democrats for his insights into the epistemic aspects of the market sphere, it is generally believed that his theory is moot with respect to democratic reason. This paper aims to challenge this verdict. I argue that a Hayekian analysis of inclusive public deliberation contributes at least three valuable lessons: (1) Hayek makes the case that under certain conditions even unbiased deliberators are permanently unable to converge on the best available policy option. Call this the problem of ‘persistent hidden policy champions’. (2) He demonstrates that to unlock hidden policy champions, reasonable minority factions need the opportunity to act on their own evidential standards. (3) He challenges epistemic democrats to think more carefully about how to design the “epistemic basic structure” (Kurtulmus and Irzik 2017) of society in order to account for persistent hidden policy champions.

Research on the normative ideal of democracy has taken a sharp deliberative and epistemic turn. It is now increasingly common for claims about the putative cognitive benefits of political deliberation to play central roles in normative arguments for democracy. In this paper, I argue that the most prominent epistemic defences of deliberative democracy fail. Relying on empirical findings on the workings of implicit bias, I show that they overstate the epistemic virtues of political deliberation. I also argue that findings in cognitive and social psychology can aid in the development of a new and improved generation of epistemic arguments for deliberative democracy.

Epistemic democracy aims to show, often by appeal to the Condorcet Jury Theorem, that democracy has a high chance of reaching correct decisions. It has been argued that epistemic democracy is compatible with various metaethical accounts, such as moral realism, conventionalism and majoritarianism. This paper casts doubt on that thesis and reveals the following metaethical dilemma: if we adopt moral realism, it is doubtful that voters are, on average, more than 0.5 likely to track moral facts and identify the correct alternative. By contrast, if we adopt conventionalism or majoritarianism, we cannot expect that voters are both competent and sincere. Either way, the conditions for the application of Condorcet’s theorem are not met.

The Federalist, justifying the Electoral College to elect the president, claimed that a small group of more informed individuals would make a better decision than the general mass. But the Condorcet Jury Theorem tells us that the more independent, better-than-random voters there are, the more likely it will be that the majority among them will be correct. The question thus arises as to how much better, on average, members of the smaller group would have to be to compensate for the epistemic costs of making decisions on the basis of that many fewer votes. This question is explored in the contexts of referendum democracy, delegate-style representative democracy, and trustee-style representative democracy.
