Recycling irrigation water can provide water during periods of drought for horticulture operations and can reduce nonpoint-source pollution, but water recycling increases production costs and can increase risk of disease infestation from waterborne pathogens such as Pythium and Phytophthora. This study of water recycling adoption by horticultural growers in Virginia, Maryland, and Pennsylvania finds that the potential for increased disease infestation would reduce growers’ probability of adopting water recycling. Widespread adoption of recycling irrigation water would require government incentives or coercion or growers’ ability to pass cost increases on to customers.

Animal scientists and agricultural economists have been working together to answer the question, “What is the least-cost feed mix for a given set of prices?” In the 1950's sophisticated mathematical programming via computers generated a renewed interest in ration formulation. Since then, animal scientists and agricultural economists have been intrigued with determing least-cost rations for various livestock species. But this research has been devoted to determining the least-cost rations rather than minimizing feed cost per pound of gain or pound of product produced and/or minimizing total cost per pound of gain or product produced. Answering the latter question is a prime goal of animal nutrition research.

The dairy industries in California, Idaho, and New Mexico expanded rapidly during the early 2000s. This study focuses on the expansion effects on milk-to-hay price responsiveness. Dairy industry expansion makes hay markets tighter, with less available marketable supply in most periods. The empirical models account for the expansion effect as well as those from hay exports and low stocks-to-use ratios that also cause changes in hay market demand characteristics. The results show that hay-to-milk price responsiveness increased after dairy expansion in all analyzed states. Low stocks-to-use and high exports dampened the responsiveness, but were not statistically significant for all analyzed states.

Commercial agriculture is undergoing a major structural change in the form of decreasing numbers and increasing sizes of farm units. This structural change results in farm firms constantly experiencing expansion and survival problems. In some cases, expansion and survival are related: growth in size is necessary to incorporate cost-reducing technological improvements to maintain income levels. In others, these problems are separated: expansion is desired to increase income-earning capacity, or survival may be a primary objective for the firm when expansion is unlikely. This paper develops an analytical framework, incorporating the dynamics of expansion and survival, and explores their interrelationships. Stochastic relationships are incorporated for use in conceptualizing simulation studies of firm growth. Its empirical relevance is demonstrated with an analysis of the interaction between managerial ability and leverage in the process of expansion and survival of a representative farm firm in South Central Georgia.

Research has developed empirical models and procedures for analyzing factors which influence rural land markets; however, there have been limited efforts in developing procedures for identifying rural land submarkets. Principal component analysis is used here to detect the presence of multiple rural land submarkets. Cluster analysis is then used as a basis for identifying eight contiguous rural land submarkets in Louisiana. As opposed to single-attribute procedures that have been based largely on subjective judgment, multivariate procedures illustrated in this analysis provide a means for capturing the combined effects of physical and socioeconomic influences in delineating rural land submarkets.

An economically efficient allocation of resources maximizes consumer and producer surpluses. It can be shown that under perfectly competitive conditions, an efficient allocation of resources will evolve. It may be the global welfare optimum, but for a given set of conditions, consumer and producer surpluses can be maximized.

Use of irrigation has been increasing rapidly in the Southeast. For example, irrigated acreage in Georgia increased by 20 percent in 1980, to 0.988 million acres (Skinner, 1981), and increased 16.5 percent in the previous year (Skinner, 1980). Research has been completed on the costs and profits of irrigated crops (Tew and Musser).

The opportunities and challenges of incorporating accurate policy representations into institutional partial equilibrium commodity models were investigated. Six issues are raised: commodity space definition, vertical linkages, assessing market power, the changing nature of government support, trade policy, and data requirements. The importance of product attributes and different approaches to modeling product differentiation are considered. A case study of food safety is used to bring together the major issues. Although institutional commodity models still have a role to play, we advocate the use of smaller idiosyncratic models to address many of the relevant policy questions in a rapidly changing sector.

One of the most critical elements of a nation's social infrastructure is its system of education. Concerns with accessibility, achievement, and choice are significant elements in determining the quality of life for all communities, but most especially for rural communities where resources, and in many cases, opportunities, are perceived to be less plentiful than for their urban and suburban counterparts.

Tornquist input quantity indices were used to derive total and partial factor productivity measures for U.S. cotton across time, region, and scale. Total factor productivity for U.S. cotton increased .2 percent per year between 1974 and 1982. Partial productivity measures revealed that yield growth was about .6 percent and input use grew about .4 percent per year. Cotton enterprises in Alabama and Mississippi gained and those in the Texas High Plains lost competitive advantage relative to California. In 1982, very large (1750-5900 acres) and large (950-1749 acres) cotton enterprises were 2 percent more productive than medium-size enterprises (570-949 acres).

This discussion highlights some of the strengths and weaknesses of the literature on animal welfare. Most pointedly, the literature on the economics of animal welfare is quite scant. As exemplified by these papers, however, there is a growing body of literature, especially those related to added costs of production and consumer demand for animal welfare attributes.

A dynamic-stochastic model is developed to evaluate preferences among alternative countercyclical payment programs for representative farms producing corn or soybeans in Iowa and cotton or soybeans in Mississippi. Countercyclical payment programs are found to not necessarily be preferred to fixed payment programs.

An increasing emphasis on surface and groundwater quality and food safety may result in some form of pesticide regulations. A restricted profit function model of Georgia agriculture is used to examine the short-run effects of 2 and 5 percent reductions in all pesticides. Point estimates of short-run impacts, along with their 90 percent confidence intervals are presented.

Market hog prices historically have shown great variation and have often followed a cyclical pattern. Franzmann (1979) finds evidence of a four-year and a twenty-eight-year cycle in hog prices. Price cycles imply the possibility of forecasting long-range prices. In turn, forecasting suggests the opportunity to vary the production or marketing process in order to maximize profits.

Using a dual economic specification of a multiproduct technology, the structure of agricultural production was tested for five South Central states (Texas, Oklahoma, Arkansas, Mississippi, and Louisiana). A comprehensive set of output supplies and input demands comprised the estimation equations in each state. Evidence of nonjoint production in a subset of commodities was detected in four of the five states. Several commodities also satisfied sufficient conditions for consistent aggregation. However, the specific outputs satisfying each structural property varied by state. Sufficient conditions for consistent geographic aggregation across the states were not satisfied. These results provide empirical guidance and important cautions for legitimately simplifying state-level model specifications of southern agricultural production.

Knowledge of the lead-lag relationships among the retail, wholesale, and farm level prices of a livestock commodity is of obvious importance both in econometric model building and in evaluation of packers' and retailers' margins for that commodity. Though the lead-lag relationships for beef prices have been investigated in several previous studies (Barksdale et al.; Franzmann and Walker; King; Miller; National Commission on Food Marketing), the only known previous study of the lead-lag relationships for pork is that made by the National Commission on Food Marketing (hereafter abbreviated NCFM). As that study used data for 1962-1965, changes in the pork marketing system in subsequent years may have in turn occassioned changes in the lead-lag relationships. The changes in the pork marketing system include changes in market structure at the farm, packer, and retail levels, increased use of formula pricing, and the demise of terminal markets, among others. Also, as discussed hereafter, the statistical method used in the NCFM analysis of lead-lag relationships involved certain problems which may invalidate the conclusions drawn in that study.

A risk-averse irrigated corn producer would be better off choosing the more expensive subsurface drip irrigation (SDI) over center-pivot sprinkler (CPS), given limited aquifer life and swine effluent and urea fertilization. A stochastic optimization using EPIC data maximized expected utility of 100 years' worth of net revenues for a quarter section. Phosphorus accumulation was more likely with the CPS than with the SDI but soil nitrogen was constant under both systems. SDI conserves more water than CPS per acre but depletes the aquifer faster because a greater area is irrigated. These results were invariant in the sensitivity analysis.

In an era of rapid consolidation in banking, the effect of mergers on the availability of credit to agricultural businesses is unclear. Commercial bank mergers have profoundly altered the urban credit marketplace and are positioned to do the same for the agricultural credit marketplace. Adjustment models are estimated with data on independent bank consolidations from 1988 through 1995. The regression results bode well for agricultural lending if acquiring banks have larger concentrations of assets in agriculture than acquired banks. Conversely, if acquiring banks have smaller concentrations than acquired banks, acquisitions have a negative impact on agricultural lending. Since most acquiring banks have smaller agricultural loan concentrations than acquired banks, there is concern for agricultural lending. However, other lenders are likely to fill credit gaps that develop.

The purpose of this study was to determine the economic risk efficiency of implementing a boll weevil (Anthonomus grandis [Boheman]) eradication (BWE) program in cotton (Gossypium hirsutum L.) producing regions of the Mississippi Delta. Alternative producer pest management practices and program cost sharing were incorporated into a biophysical cotton simulation model. Participation in a BWE program along with strict adherence to Cooperative Extension Service pest management guidelines proved to be the risk efficient practice.
