Twenty years’ debate have revealed many weaknesses in the Hartz-Horowitz interpretation of conservatism, liberalism, and socialism in Canada, but it continues to be widely taught, for it provides a simple and appealing explanation for some striking differences between Canadian and American politics. This article argues that the interpretation is best understood as a form of neo-Marxism, that its basic weaknesses are most easily seen by examining its treatment of French Canada, and that its explanation for the exceptional strength of socialism in English Canada, linking socialism to toryism, can be strengthened by linking both socialism and toryism to nationalism.

Abstract. This article examines whether current shifts in government spending on early childhood education and care (ECEC) and maternal employment-promoting policies such as maternity and parental leave reveal a paradigm shift toward a social investment strategy in liberal welfare states. It finds that while governments in liberal welfare states increasingly adhere to the rhetoric of social investment focused on lifelong learning and labour activation, their policies and programs exhibit so much variation in goals, instruments and settings related to the family, maternal employment and the child that it is difficult to claim that any new policy approach has taken hold that is indicative of a social investment “paradigm.” Instead, liberal welfare states appear to be becoming even more liberal—in terms of reliance on markets for delivery of social investment goals—at the same time as spending is increasing.

Cet article examine si les changements actuels des dépenses de gouvernement sur la première éducation d'enfance et le soin (ECEC) et les politiques promouvant emploi maternelles comme la maternité et le congé parental révèlent un changement de paradigme vers une stratégie sociale d'investissement dans les Etats-providences libéraux. Il constate que pendant que les gouvernements dans les Etats-providences libéraux adhèrent de plus en plus à la rhétorique d'investissement social s'est concentré sur l'apprentissage de toute une vie et l'activation de la main-d'œuvre, leurs politiques et programmes exposent tant de variation dans les buts, les instruments et les cadres rattachés à la famille, l'emploi maternel et l'enfant qu'il est difficile de réclamer que n'importe quelle nouvelle approche de politique a attrapé qui est indicatif “d'un paradigme” social d'investissement. Au lieu de cela les Etats-providences libéraux ont l'air de devenir encore plus libéraux – du point de vue de la dépendance aux marchés pour la livraison de buts sociaux d'investissement – en même temps comme les dépenses augmentent.

In many countries of the Western Hemisphere the nineteenth century witnessed the gradual expansion of the franchise. This development was made possible in the English-speaking world by the fact that the political creed of the power élite—liberalism—created a climate of opinion favourable to a belief in the inevitability of progress and the perfectability of man. The decision about who was to govern, and in general terms the way in which government was to be carried out, was to be made by the majority of the adult population. The necessity of deciding such important matters would, it was thought, induce the voters to rise to the occasion demanded by their new responsibilities: they would, on the whole, become politically educated, informed, and wise. In casting their ballots men were expected to bear in mind the public good, not private gain. John Stuart Mill, for example, in opposing the secret ballot, argued that a person's vote

is not a thing in which he has an option; it has no more to do with his personal wishes than the verdict of a juryman. It is strictly a matter of duty; he is bound to give it according to his best and most conscientious opinion of the public good. Whoever has any other idea of it is unfit to have the suffrage; its effect on him is to pervert not to elevate his mind. Instead of opening his heart to an exalted patriotism and the obligation of public duty, it awakens and nourishes in him the disposition to use a public function for his own interest, pleasure, or caprice. … In any political election … the voter is under an absolute moral obligation to consider the interest of the public, not his private advantage.…

Language rights represent claims of entitlement not only on behalf of individuals, but also on behalf of linguistic communities. As such, they raise deep questions of identity and affinity for Canadians. This study, the first report of the Charter Project, investigates mass and elite attitudes toward language rights in Canada. Beginning with the problem of double standards—whether anglophones and francophones want to affirm certain rights for their own group but not for the other—this study finds that attitudes toward language rights are shaped by an interplay between core values to which citizens subscribe and their concern for the status of the groups, both linguistic and partisan, with which they identify.

The meaning of reconciliation in South Africa remains ambiguous and contested. A distinction is drawn between moral and political approaches to reconciliation that invoke thick and thin accounts of solidarity. The discourses of forgiveness and healing are "too thick" because they demand public coherence at the cost of private difference. The promotion of deliberative democracy protects difference, but is "too thin" to enable a substantial basis for reconciliation. Apology, as the fullest expression of "shared history," furnishes the moral transformation necessary for the democratic culture to take root. In this model, reconciliation strikes a balance between solidarity and plurality.

Abstract. This paper argues for a rethinking of how we approach the study of Canadian public policies on diversity and human rights. I explain how human rights can be considered as a distinctive policy field and I consider the advantages and disadvantages of this conceptualization. I then argue for a particular theoretical approach to understanding the evolution of comparative public policies on diversity over time, focusing on a historical, structural and institutional approach to Canadian political development. The development of a specific field of Canadian political development—akin to the subfield of American political development in American politics—can provide a focal point for empirically and historically grounded theorizing about the Canadian case in its North American, comparative and global context.

Résumé. Le présent article propose un nouveau regard sur l'étude des politiques publiques canadiennes en matière de diversité et de droits de la personne. J'y explique que les droits de la personne peuvent être considérés comme un champ de politiques distinct et j'y présente les avantages et les inconvénients de cette conceptualisation. Je défends ensuite une approche théorique permettant de cerner l'évolution, au fil des ans, des politiques publiques comparées en matière de diversité, approche qui prend appui sur les dimensions historique, structurelle et institutionnelle du développement politique canadien. L'émergence d'un domaine distinct d'analyse du développement politique canadien – qui s'apparente au sous-domaine du développement politique américain dans la politique américaine – peut servir d'assise à une conceptualisation, ancrée dans l'analyse empirique et historique, du cas canadien dans une perspective nord-américaine, comparative et mondiale.

Which leadership qualities are most likely to be emphasized in news reports about leadership competitions, and are they attributed differently to women and men candidates? To answer this question, we conducted content and discourse analyses of 2,463 articles published by the Globe and Mail newspaper on 10 women and 17 men seeking the leadership of Canadian political parties since 1975. Our results show that women candidates were subjected to more negative and gendered assessments of their communication skills, intellectual substance and political experience than were men candidates. We also found little evidence that gendered media discourses about political leadership have changed over time, especially in the case of women in the strongest position to become the country's first national party leader or prime minister.

Abstract. An interesting phenomenon in recent South Korean electoral politics is the generation gap. In the 2002 presidential and the 2004 National Assembly elections, voting behaviour was sharply split between different age groups. A main question of this article is to figure out the underlying characteristics of the generational differences in the two elections and of the ideological division in the South Korean context. Findings show that the generation gap reflects different assessments of the authoritarian period and its inheritance. Young voters took a libertarian view and a negative assessment of the authoritarian era, while older voters, especially in their fifties and older, had a positive attitude toward the authoritarian legacies. Roh Moo-hyun's victory was largely attributed to his successful mobilization of young voters' generational rebellion.

Résumé. Un des phénomènes intéressants dans la vie politique électorale sud-coréenne concerne les différences de générations. Les groupes d'âge différents ont montré un comportement électoral différencié dans les élections présidentielles de 2002 et les législatives de 2004. L'interrogation majeure de cet article est de trouver les principales caractéristiques des différences générationnelles dans les deux élections, ainsi que les clivages idéologiques dans le contexte sud-coréen. Les résultats de cette étude montrent que les différences générationnelles reflètent celles du jugement sur la période du régime autoritaire et de ses héritages. Les jeunes électeurs possèdent une vision libertaire et un jugement négatif sur la période du régime autoritaire, tandis que les électeurs plus âgés, notamment ceux qui ont plus de 50 ans, font preuve d'une attitude positive sur les héritages de la période autoritaire. La victoire de Roh Moo-hyun s'explique en grande partie par la mobilisation réussie de la révolte générationnelle de jeunes électeurs.

The term ''blood activism'' describes the range of collective challenges that arose among victims of Canada's tainted-blood scandal in the 1990s. This article examines the emergence of blood activism in Canada from the perspective of social movement theory, paying particular attention to the tensions between victims who contracted HIV through tainted blood and those who contracted Hepatitis C, the so-called ''forgotten victims'' of the tragedy. This study discusses how changes in the ''political opportunity structure''—loosely defined in the literature as aspects of the movement's external environment—influenced the nature of political action pursued by victims of tainted blood, the negotiation of the movement's collective identity and policy outcomes.

I propose in this paper to examine majority voting with the tools of elementary game theory. This, in itself, represents nothing new. The “majority game” has been analysed by numerous game theorists. I propose, however, to derive certain implications from the analysis for the utilization of resources in the public or collective sector of the economy.

The models of collective decision-making that must be employed are necessarily abstract; so much so that the analyses may seem to appear to some observers as caricatures of actual political processes. Analysis must start somewhere, however, and even the most abstract of models, by isolating specific features of real-world institutions, may prove helpful to our over-all understanding. I shall introduce a model of pure democracy. That is to say, I shall assume that all collective decisions are to be made by a simple majority voting process in which all citizens participate. All problems of representation, leadership, parties, and coalitions shall be left out of account. Furthermore, I shall assume that the individual citizens in the model are motivated by utility-maximizing considerations; that is, each individual is assumed to vote in such a manner as to maximize his own utility. This assumption allows numerical values to be placed in the expected pay-offs that individuals receive through political processes. If the expected pay-offs can be numerically correlated with observable economic quantities or magnitudes, some provisional and tentative implications may be drawn concerning the tendency of majority voting rules to “over-extend” or to “starve” the public sector of the economy relative to the private sector.

The historian's understanding of past situations benefits greatly from the fact that he, unlike any contemporary observer, knows a good deal about the subsequent development. It is only in retrospect, if at all, that germinal forces, unnoticed or underestimated at the time, can be seen in their true significance. However, hiridsight also has its dangers. Reading history backwards we are easily misled into postulating specific “antecedents” and “early phases” of phenomena which seem to require a long period of gestation; and we are almost inclined to distrust our records if they fail to confirm our expectations.

It is well to be on guard against this temptation when trying to appraise the general character of the closing years of the seventeenth, and the early decades of the eighteenth century. Certainly, as far as the demographic situation of this period is concerned, there was little if anything to herald the impending changes. Man was still very much at the mercy of the elements. As late as the 1690's a succession of poor and indifferent harvests created severe subsistence crises in almost all countries of Europe. So far from growing, the population declined here and there, as dearth and starvation stalked through the lands from Castile to Finland, and from the Scottish Highlands to the foothills of the Alps. In 1698, after a serious crop failure, certain regional death rates in Sweden are known to have risen to 9 and 16 per cent respectively.

This article uses some of the fundamental conceptualizations of Antonio Gramsci to understand the political process in Senegal. It analyzes how the ruling class responded to the “organic crisis” generated by a dependent type of capitalist underdevelopment. It contends that this response embodied a “passive revolution” whereby potentially revolutionary forces were decapitated through the co-optation of their leading cadres in a reformed framework of political representation. The article suggests also that the contours and substance of the passive revolution reflected the “hegemonic project” elaborated by the “organic intellectuals” of Senegal. These intellectuals sought to establish a new “hegemony” capable of legitimizing the rule of a reinvigorated ruling class. Yet, because this new hegemony was founded on the basis of the passive revolution it never reached the masses and it generated therefore widespread popular scepticism and cynicism.

Is political choice under conditions of uncertainty influenced more by expected losses than by expected gains? Does the relative importance of economic rationality in political choice vary between generations? The analysis of individual opinion on sovereignty in Quebec sheds new light on these questions. Among determinants of individual support for sovereignty, apprehensions of possible losses play a more important role than expectations of possible gains. The relative importance of the evaluation of economic consequences in the decision to support sovereignty, however, differs across three generations. These differences can be explained with reference to the economic context that prevailed when members of each generation reached adulthood.

The International Monetary Fund's (IMF) annual Article IV consultation meetings and ensuing reports are external assessments of member states' economies by highly regarded international economists, designed to ensure that member states conform to IMF-prescribed liberal economic standards. For non-borrowing advanced industrialized countries, like Canada, what is the perceived utility of these annual Article IV consultations? Constructivists suggest that the adept staff of international organizations (IO) teach state civil servants and officials how to better formulate sound policies. However, constructivists need to engage in further empirical study to back up their theoretical assumptions about IO teaching and state learning. Based on personal interviews with Department of Finance staff involved in Article IV consultations and on content analysis of IMF reports on Canada, this paper contributes an empirical study on whether the Fund staff “teaches” and Canada's finance department staff “learns” from the annual surveillance exercises. The findings of this paper suggest that although involved Canadian Finance personnel appreciate meeting with the Fund staff as an academic and intellectual exchange, the policy advice they receive in the Article IV consultations rarely, if ever, changes their economic analyses, because the Fund's advice tends to not be practical. Based on suggestions from Department of Finance staff, as well as IMF evaluations of its bilateral surveillance, this paper concludes with recommendations from the finance staff on how to improve on the utility of Article IV consultations.

Abstract. Although “horserace journalism” is thought to be central to contemporary election news coverage and has generated a great deal of criticism, there is no general model of the nature and dynamics of horserace journalism or “poll reporting.” This paper proposes and empirically evaluates such a model. The model builds on and extends John Zaller's “theory of media politics” to consider specifically what citizens demand from polls and what journalists supply. Aside from the generic motivations of politicians, citizens and journalists, the model emphasizes the unique features of polls as objects of news coverage. The paper finds considerable support for the model in an analysis of newspaper coverage of horserace polls (that is, vote intention polls) in the Canadian general election of 2006. Our findings from this one case have potentially broad implications for our understanding of the relationship between polls and electoral democracy both empirically and normatively.

Même si le journalisme de course (“horserace journalism”) est vu comme étant une composante centrale de la couverture électorale et qu'il a généré sa part de critiques, il n'existe pas de modèle général de la nature et de la dynamique de ce type de journalisme. Cet article propose, et évalue empiriquement, un tel modèle. Prenant comme point de départ la « Theory of Media Politics » de John Zaller, ce modèle considère plus spécifiquement ce que les citoyens demandent des sondages et ce que les journalistes leurs procurent. Au-delà des motivations génériques des politiciens, citoyens et journalistes, le modèle met l'accent sur les caractéristiques uniques des sondages en tant qu'objet de couverture journalistique. L'article présente des résultats supportant considérablement le modèle à travers une analyse de la couverture des sondages par les journaux (c'est-à-dire des sondages sur les intentions de vote) durant l'élection générale canadienne de 2006. Nos résultats émanant de ce cas ont potentiellement des implications beaucoup plus grandes pour notre compréhension de la relation entre les sondages et la démocratie électorale, à la fois sur le plan empirique et sur le plan normatif.

This article explores contemporary political ideologies in English Canada, francophone Quebec and the United States using cross-national attitudinal survey data. Drawing central hypotheses from the qualitative Canadian-American political culture literature, the analysis focusses on three dimensions of political ideology—ideological polarization, the issue content of the respective lefts and rights, and ideological coherence. Evidence of distinctive national “lefts,” together with fundamental similarities in the English-Canadian and American ideological “rights” and important differences in the ideological structures of the three political cultures, call into question some conventional generalizations found in the nonquantitative literature.

Legislatures are complex institutions that serve many purposes. While their overall roles vary in different political systems, they typically serve multiple functions, including representation, law making, scrutiny of government, public symbolism, and others. These inevitably overlap and sometimes collide; similarly, individual legislators must balance party, constituency, and personal factors in their decision making. Now, in a time of sudden and unexpected disruption amid the COVID-19 pandemic, the Parliament of Canada has been forced to rethink its complex activities under urgent and unexpected new conditions.
