The more the number of Africans who can read and write their mother tongue increases, and the more books, newspapers, and magazines are printed in Africa, the more pressing becomes the necessity of introducing a good, legible system of writing these languages wherever it is lacking. For this reason the Institute has begun to occupy itself with the production of such a system of orthography, and it therefore seems opportune to consider more closely the method and scope of this undertaking before making detailed proposals for a practical orthography.

In the following pages an attempt will be made to give a survey of those languages in the Congo basin which are most important and of special value for educational and literary work.

As I left the Congo several years ago I have communicated with the Roman Catholic and Protestant missions working there with regard to this subject and I am very grateful for all the replies received.

We cannot yet master the facts. The difficulties are many. Several of the important languages are not yet known. The policy of the French, Belgian, and Portuguese governments is at present very divergent in regard to languages and educational and literary work.

Cette région est remarquable à plus d'un titre. Elle a vu se former au moyen âge, grandir, et décliner à la fin du XVIe siècle un des plus puissants empires du monde, le royaume de Mali ou Melli, dont les souverains entretinrent des relations avec le Maroc, l'Égypte, l'Arabie et le Portugal. Elle est le berceau d'une civilisation qui surprit tous les voyageurs arabes ayant eu l'occasion de l'observer. L'un d'eux, Ibn Batouta, traversa en 1351-2 une partie de l'immense territoire soumis au monarque de l'époque, le Mansa ou Massa Suleyman Keita, et qui s'étendait alors du Sahara à la forêt dense, et de la Nigeria actuelle au Sénégal; il fut vivement frappé de l'organisation administrative de ce pays, de la pompe déployée à la cour, et surtout de l'ordre et de la sécurité qui régnaient partout.

This short contribution to the pages of the Journal of the International Institute of African Languages and Cultures will later form a part of my main theme in the preface of a volume which has not yet been published. I hope it may be of sufficient interest to readers of this journal to warrant its appearance in advance, in a setting where it is divorced somewhat from its ultimate context. The plea which it contains is of such importance that I gladly welcome any publicity which may be given to it by its publication in a journal having an international circulation.

Jeder, der sich mit völkerkundlichen Fragen beschäftigt, muss selbst das meist weit verstreute Material mühsam zusammensuchen, das nicht nur in der nicht allzu umfangreichen ethnologischen Fachliteratur, sondern in Reisebeschreibungen, in den Veröffentlichungen der Missionsgesellschaften und Kolonialverwaltungen, ja mitunter sogar in populären Zeitschriften verstreut ist. Die bibliographische Erfassung der bisher erschienenen wichtigen Literatur kann nur durch Sonderuntersuchungen erfolgen, wie sie in mustergültiger Art etwa von amerikanischen Forschern für einzelne Kulturprovinzen Amerikas geschaffen wurden. Für Afrika fehlen moderne geschlossene Bibliographien fast völlig. Die etwa zu nennenden Untersuchungen sind meist landeskundlicher Natur, die auch die ethnologischen Arbeiten mehr oder minder vollständig mit aufführen. Obwohl auch die natürlich nicht vollständigen Literaturnachweise der Handbücher, Monographien, Sonderuntersuchungen und Zeitschriften gute Dienste leisten können, fehlen doch für Afrika modernen Ansptüchen genügende völkerkundliche und linguistische Bibliographien. Es ist deshalb sehr verdienstlich, dass das Internationale Afitika-Institut zunächst eine Bibliographie der afrikanischen Eingeborenensprachen herausgeben will und mit dieser Arbeit den hervorragenden Kenner afrikanischer Sprachen, Professor Struck, beauftragt hat.

At the suggestion of Professor Meinhof, to whose scholarly work on African languages we owe so much, I write a few comments on the foregoing article, which is the memorandum which he laid before the Institute when the Memorandum on A Practical Orthography of African Languages, recently published, was in course of preparation. That memorandum, Mr. Lloyd James's article in the last number of Africa, p. 125, and Professor Meinhof's article have well-nigh exhausted what there is to be said on general principles.

On a coutume de dire que certaines langues nègres possédent la numération décimale et d'autres la numération quinaire. C'est exprimer assez mal un fait qui n'a souvent qu'une existence apparente. On veut dire par là que dans certaines langues il y a un mot spécial pour chacun des dix premiers nombres, et que, dans d'autres, chacun des cinq premiers nombres seulement et le nombre dix sont représentés par un terme propre, six se disant ‘cinq plus un’, sept ‘cinq plus deux’, etc.

In 1926 the Government of the Gold Coast invited me to visit that country in order to advise them regarding a common script for the leading languages and on related subjects. I arrived on the Gold Coast in February 1927, and stayed there until the middle of April. As a basis for my work I had with me a draft of the proposals of the Institute in regard to the orthography of African languages. These have now been published in the Memorandum on a Practical Orthography of African Languages.

Les travaux d'ethnologie relatifs à l'Ouest-Africain et publiés au cours de ces dernières années peuvent se ranger, semble-t-il, en trois catégories: (a) Études d'ensemble, (b) Monographies régionales, (c) Mémoires et articles.

Il ne saurait être question, bien entendu, de les énumérer tous et de les apprécier dans un compte-rendu de quelques pages, nous nous bornerons donc à mentionner ceux d'entre eux parvenus à notre connaissance et qui paraissent les plus importants, nous excusant par avance des omissions nombreuses que nous serons forcés de commettre.

Notre Institut venait à peine de naître qu'il était douloureusement éprouvé par la mort d'un de ses directeurs: Maurice Delafosse, gouverneur honoraire des Colonies, Professeur à l'École Coloniale et à l'École des Langues Orientales Vivantes de Paris.

Under this heading specimens of African poetry will appear regularly in a European language, and as far as possible also in the original African language. The poems in this number have kindly been supplied by Professor A. Werner.

Some parts of Bantu territory have been extensively investigated and described in monographs and periodicals, whereas others have been almost entirely neglected. This is not the place to enter into the reasons for this, which are in fact, to some extent, of a superficial character; nevertheless we are now in the satisfactory position of being able to say that research workers, missionaries, and government officials have thrown much light on the way in which the Bantu tribes live, and on their languages. It would take us too far if we attempted to review all the Bantu literature of the last few years, but we shall try to give a summary of the principal publications.

The information given here is intended to keep members acquainted with opportunities that actually exist for studying African languages at schools and universities in the various countries. Details of courses and the conditions under which they can be attended can be obtained by members from the offices of the Institute.
