  • World politics has changed, claims Bruno Maçães.   • Economics without Preferences lays out a new microeconomics – a theory of choice behavior, markets, and welfare – for agents who lack the preferences and marginal judgments that economics normally relies on. Agents without preferences defy the rules of the traditional model of rational choice but they can still systematically pursue their interests. The theory that results resolves several puzzles in economics. Status quo bias and other anomalies of behavioral economics shield agents from harm; they are expressions rather than violations of rationality. Parts of economic orthodoxy go out the window. Agents will fail to make the fine-grained trade-offs ingrained in conventional economics, leading market prices to be volatile and cost-benefit analysis to break down. This book provides policy alternatives to fill this void. Governments can spur innovation, the main benefit markets can deliver, while sheltering agents from the upheavals that accompany economic change.

  • Good public policy in a democracy relies on efficient and accurate information flows between individuals with firsthand, substantive expertise and elected legislators. While legislators are tasked with the job of making and passing policy, they are politicians and not substantive experts. To make well-informed policy, they must rely on the expertise of others. Hearings on the Hill argues that partisanship and close competition for control of government shape the information that legislators collect, providing opportunities for party leaders and interest groups to control information flows and influence policy. It reveals how legislators strategically use committees, a central institution of Congress, and their hearings for information acquisition and dissemination, ultimately impacting policy development in American democracy. Marshaling extensive new data on hearings and witnesses from 1960 to 2018, this book offers the first comprehensive analysis of how partisan incentives determine how and from whom members of Congress seek information.

  • Originating in the Nineteenth Century, the European idea of development was shaped around the premise that the West possessed progressive characteristics that the East lacked. As a result of this perspective, many alternative development discourses originating in the East were often overlooked and forgotten. Indian Economics is but one example. By recovering thought from the margins, Relocating Development Economics exposes useful new ways of viewing development. It looks at how an Indian tradition in economic thought emerged from a group of Indian economists in the late Nineteenth Century who questioned dominant European economic ideas on development and agricultural economics. This book shows how the first generation of modern Indian economists pushed at the boundaries of existing theories to produce reformulations that better fit their subcontinent and opens up discursive space to find new ways of thinking about regress, progress and development.

  • Increasingly, policymaking takes place while extraordinary events threaten fundamental societal values. During turbulent times, policy entrepreneurs emerge as pivotal figures. They are energetic actors who pursue dynamic change in public policy and, whereas we know much about how they promote innovation and change in normal policymaking, we know less about how they behave in crises, and even less about how different crises influence policy entrepreneurial action. This Element focuses on interaction between policy entrepreneurs and crises. It analyzes policy entrepreneurial action in six case studies – three fast-burning and three creeping crises – to ascertain policy entrepreneurs' strategies and effectiveness during extraordinary events. It proposes crisis policy entrepreneurial strategies, a framework to understand outcomes based on policy entrepreneurial action and type of crisis and suggests avenues for further research on policy entrepreneurs and crises, including implications for crisis managers.   • Through the India-China Border mobilizes rarely used documentary material from British, Chinese and Indian archives to shed new light on our understanding of the 'Tibet Question' in China-India relations. Focused on the Himalayan border town of Kalimpong from the 1920s to 1962, it unearths a history of espionage and political intrigue that challenges the way that remote peripheries are seen from the 'centres' of nations. The innovative use of postcolonial and transcultural theory demonstrates how a multidisciplinary framework augments our reading of imperial histories, postwar politics, decolonisation and frontier cultures. Kalimpong emerges from this analysis as a key node in Himalayan history and in the mid-century fashioning of India-China relations.

  • This book describes the politically charged afterlife of Israeli electronics gathered by and processed in a cluster of rural Palestinian villages that has emerged as an informal regional e-waste hub. As with many such hubs throughout the global South, rudimentary recycling practices represent a remarkable entrepreneurial means of livelihood amidst poverty and constraint, that generates staggering damage to local health and the environment, with tensions between these reaching a breaking point. John-Michael Davis and Yaakov Garb draw on a decade of community-based action research with and within these villages to contextualise the emergence, realities and future options of the Palestinian hub within both the geo-political realities of Israel's occupation of the West Bank as well as shifting understandings of e-waste and recycling dynamics and policies globally. Creating Partisans unveils the secrets behind successful political parties, taking a deep dive into the formation and success of new political parties in Latin America. Based on extensive fieldwork and using a multi-method approach, the book explores how different mobilization strategies sway voters to support new parties. While prior studies have focused on the various types of direct appeals parties make to voters, Creating Partisans reveals that it is organizationally mediated appeals – those that engage voters through locally-based civil society organizations – that can secure electoral support more effectively and can create lasting partisan attachments. Instead of being a solution, Constructing Modern Slavery argues that modern slavery laws divert attention from the underlying structures and processes that generate exploitation. Focusing on unfree labour associated with international immigration and global supply chains, it provides a novel socio-legal genealogy of the concept 'modern slavery' through a series of linked case studies of influential actors associated with key legal instruments: the United Nations, the United States, the International Labour Organization, the European Union, the United Kingdom, and Walk Free Foundation. Constructing Modern Slavery demonstrates that despite the best efforts of academics, advocates, and policymakers to develop a truly multifaceted approach to modern slavery, it is difficult to uncouple antislavery initiatives from the conservative moral and economic agendas with which they are aligned.   • What is the relationship between the expansion of international labour migration, informal and precarious employment, and growing nationalism?
