Crisis Policymaking in the EU

  • This study compares crisis-specific policymaking, its causes and consequences, at the two levels of the EU polity during the COVID-19 and the refugee crisis 2015-16. In both crises, EU policymaking responded to exogenous pressure and was dominated by executive decision-making. Still, it also differed in three critical regards: it was much more salient, consensual, and effective during the COVID-19 than the refugee crisis. The present study accounts for both similarities and differences, which it attempts to explain by features of the nature of the crises. The key argument of the study is that the policymaking process during crises is, to a large extent, determined by the crisis situation – the crisis-specific functional problem pressure, the institutional context (of the EU polity), and the corresponding political pressure at the origin of a given crisis. The study speaks to the European integration literature, and to the policy process and emergency politics literature.

  • There is a broad consensus that the ideological space of Western democracies consists of two distinct dimensions: one economic and the other cultural. In this Element, the authors explore how ordinary citizens make sense of these two dimensions. Analyzing novel survey data collected across ten Western democracies, they employ text analysis techniques to investigate responses to open-ended questions. They examine variations in how people interpret these two ideological dimensions along three levels of analysis: across countries, based on demographic features, and along the left-right divide. Their results suggest that there are multiple two-dimensional spaces: that is, different groups ascribe different meanings to what the economic and cultural political divides stand for. They also find that the two dimensions are closely intertwined in people's minds. Their findings make theoretical contributions to the study of electoral politics and political ideology.

  • How did the European Union (EU) deal with the crises of the 2010s and 2020s? These crises arose in policy realms that were the province of national governments, so the European Council was the driving institution for managing them. National governments were able to take decisions, but their decisions were contradictory and unaccountable, and regularly hindered by divisions between them. In order to manage a policymaking process dominated by the claims of national and sub-regional governments, Sergio Fabbrini argues that intergovernmental governance has had to transform the EU into an international organization. Fabbrini shows that differentiated integration would further distance the EU from the project of an 'ever closer union' and, on the basis of a comparative federalism approach, he proposes an alternative paradigm of a multi-tier Europe with a federalist core to balance national sovereignties and supranational authority.

  • While extensive research examines electoral systems and institutions at the country-level, few studies investigate rules within parties. Inside Parties changes the research landscape by systematically examining 65 parties in 20 parliamentary democracies around the world. Georgia Kernell develops a formal model of party membership and tests the hypotheses using cross-national surveys, member studies, experiments, and computer simulations of projected vote shares. She finds that a party's level of decentralization – the degree to which it incorporates rank and file members into decision making – determines which voters it best represents. Decentralized parties may attract more members to campaign for the party, but they do so at the cost of adopting more extreme positions that pull them away from moderate voters. Novel and comprehensive, Inside Parties is an indispensable study of how parties select candidates, nominate leaders, and set policy goals.

  • What does it mean to oppose or support an authoritarian regime from afar? During the years of Ben Ali's dictatorship in Tunisia between 1987 and 2011, diaspora activism played a key role in the developments of post-independence Tunisian politics. Centring this study on long-distance activism in France, where the majority of leftist and Islamist exile groups took refuge, Mathilde Zederman explores how this activism helps to shed new light on Tunisia's political history. Tunisian Politics in France closely explores the interactions and conflicts between different constellations of pro-regime and oppositional actors in France, examining the dynamics of what the author persuasively describes as a 'trans-state space of mobilisation'. In doing so, Zederman draws attention to the constraints and possibilities of long-distance activism. Utilising material gathered from extensive fieldwork in France and Tunisia, this study considers how the evolution of diaspora activism both challenges and reinforces the boundaries of Tunisian politics.

  • This book examines the new economic governance (NEG) regime that the EU adopted after 2008. Its novel research design captures the supranational formulation of NEG prescriptions and their uneven deployment across countries (Germany, Italy, Ireland, Romania), policy areas (employment relations, public services), and sectors (transport, water, healthcare). NEG led to a much more vertical mode of EU integration, and its commodification agenda unleashed a plethora of union and social-movement protests, including transnationally. The book presents findings that are crucial for the prospects of European democracy, as labour politics is essential in framing the struggles about the direction of NEG along a commodification–decommodification axis rather than a national–EU axis. To shed light on corresponding processes at EU level, it upscales insights on the historical role that labour movements have played in the development of democracy and welfare states.   • The refugee crisis which hit the European Union and its member states during 2015–16 was just one in a series of recent crises, but perhaps the most critical for the EU's resilience. This book shows how policymakers in the EU polity have tried to come to terms with it. To explain how they reacted to the crisis domestically and jointly at the EU-level, the study relies on an original method to analyze political processes. It argues that the policy-specific institutional context and the specific crisis situation, defined in terms of asymmetrical problem and political pressure, largely shaped the crisis response. The authors suggest that the way in which the refugee crisis was managed has resulted in conflicts between member states, which have been further exacerbated in subsequent crises and will continue to haunt the EU in times to come.   • From the nineteenth century onwards, historians described the Middle Ages as the 'cradle' of the nation state-then, after World War II, they increasingly identified the period as the 'cradle' of Europe. A close look at the sources demonstrates that both interpretations are misleading: while 'Europe' was not a rare word, its use simply does not follow modern expectations. This volume contrasts modern historians' constructions of 'Europe in the Middle Ages' with a fresh analysis of the medieval sources and discourses. The results force us to recognize that medieval ideas of ordering the world differ from modern expectations, thereby inviting us to reflect upon the use and limits of history in contemporary political discourse.

  • Through the lens of a hitherto unstudied repertoire of Dutch abolitionist theatre productions, Repertoires of Slavery pries open the conflicting ideological functions of antislavery discourse within and outside the walls of the theatre and examines the ways in which abolitionist protesters wielded the strife-ridden question of slavery to negotiate the meanings of human rights, subjecthood, and subjection. The book explores how dramatic visions of antislavery provided a site for (re)mediating a white metropolitan-and at times a specifically Dutch-identity. It offers insight into the late-eighteenth- and early-nineteenth-century theatrical modes, tropes, and scenarios of racialised subjection and considers them as materials of the 'Dutch cultural archive,' or the Dutch 'reservoir' of sentiments, knowledge, fantasies, and beliefs about race and slavery that have shaped the dominant sense of the Dutch self up to the present day.

  • Economic liberalization has been contested and defeated in France to an unparalleled extent in comparison to other leading political economies in Western Europe. Levy offers a historical explanation, centered on the legacies of France's postwar statist or dirigiste economic model. Although this model was dismantled decades ago, its policy, party-political, and institutional legacies continue to fuel the contestation of liberalizing reforms today. Contested Liberalization offers a comprehensive analysis of French economic and social policy since the 1980s, including the Macron administration. It also traces the implications of the French case for contestation in East Asia and Latin America. Levy concludes by identifying ways that French liberalizers could diminish contestation, notably by adopting a more inclusive process and more equitable allocation of the costs and benefits of liberalizing reform. In this frank and uncompromising account, De Rynck tells the EU's side of the story and seeks to dispel some of the myths and spin that have become indelibly linked to the Brexit process. From the mood in the room to the technical discussions, he gives an unvarnished account of the deliberations and obstacles that shaped the final deal.

    De Rynck demonstrates how the EU-27's unity held firm throughout, while the UK vacillated, changed negotiators, changed prime ministers and changed their aims and tactics. Attempts by the UK to run down the clock and issue ultimatums to force the EU to acquiesce are shown to have had no effect on the course of events. Instead Barnier's team was successful in protecting EU interests, in fulfilling the mandate defined by 27 national governments while still agreeing different forms of Brexit with two UK prime ministers.

    For the EU, Brexit was not, as some UK commentators and politicians liked to portray it, a fight with the UK. It was a fight to get a deal that worked for the EU.

  • Why are school systems structured differently across countries? The Politics of Comprehensive School Reform examines this question through an in-depth analysis of school politics in Germany and Norway during the post-war period of educational expansion. Using a Rokkanian theoretical framework, the book argues that school politics can only be understood in light of the cleavages, or political divides, that shape actors' interests, ideologies, and inclinations for who they want to cooperate with – or not. The book analyzes cross-cutting cleavages connected to religion, geography, language, anticommunism, and gender, and demonstrates how Norwegian social democrats and German Christian democrats built successful coalitions by mobilizing support from different social groups. Extensively researched and expansively applicable, this book contributes to the interdisciplinary literature on the politics of education, and to the field of comparative welfare and education regime research.
