Summary
It is time to link our knowledge of the environment in which the Commission operates with our knowledge of the impacts of FTC activities. By drawing on the first two parts of this book and on an analysis of the FTC's internal structure and employee incentives that is developed within the chapter, Chapter 15 attempts to explain why the agency takes some of its actions. This explanation leads to our final chapter, proposals for reform. Understanding the underlying causes of FTC actions suggests several changes in the FTC's constraints to improve performance. We also discuss the most prominent of the many reforms suggested during recent attacks on the FTC by business managers, politicians, and others.
